Senior Advocacy and Campaigns Strategist

Derrell Frazier is the Senior Advocacy and Campaigns Strategist at the Fines and Fees Justice Center, where he leads state and national efforts — particularly in New York — to eliminate unjust fines and fees and reduce the financial burdens imposed by the justice system. A dedicated advocate for justice-impacted young people and adults, he brings deep expertise in criminal justice reform and a sustained commitment to community transformation. Drawing on his lived experience as a justice-impacted individual and the child of incarcerated parents, Derrell advances strategies that remove barriers for youth in the justice system and promote the decriminalization of poverty, with a focus on communities like his own in Baltimore.

Derrell has engaged in criminal justice reform in multiple capacities, including serving as Senior Program Manager of Memberships and Partnerships at REFORM Alliance, Consent Decree Neighborhood Liaison for the City of Baltimore, and with the Baltimore Mayor’s Office of Performance and Innovation. He has consulted with the Annie E. Casey Foundation’s Juvenile Justice Strategy Group Youth Advisory Council; the Commission to Decriminalize Poverty Youth Group; the Urban Institute’s Juvenile Probation Policy Scan and Workforce/Juvenile Justice Program Scan; Columbia University Justice Lab’s Emerging Adults Justice Project; the U.S. Dream Academy Social Justice Fellowship; and Foster America. He also serves on the Maryland Governor’s Juvenile Justice State Advisory Council Emerging Leaders Group, and the Community Advisory Board for Baltimore’s Promise.

Committed to authentically engaging underrepresented communities and the most vulnerable populations, Derrell works to develop equitable, evidence-informed solutions. His trajectory reflects transformational change and underscores the power of leadership, advocacy, and community empowerment.
