Destiny Carter
Senior Advocacy and Campaigns Strategist
Destiny Carter is a Senior Advocacy and Campaigns Strategist at the Fines and Fees Justice Center, where she supports national and state-based campaigns to eliminate unjust fines and fees and reduce the financial burdens imposed by the justice system. She brings extensive experience in legislative strategy, coalition leadership, and the design of multi-state advocacy initiatives.
Prior to joining FFJC, Destiny served as Criminal Justice Manager for Policy and Advocacy at Arnold Ventures, a national philanthropy committed to evidence-based policy reform. In her initial role as a Policy Manager, Destiny managed a portfolio focused on pretrial justice, prosecution, and public defense. Later, she transitioned to managing advocacy strategy, overseeing multimillion-dollar investments, advising legislative campaigns in over a dozen states, and supporting complex coalitions to advance transformative criminal justice reforms. Her work helped drive measurable policy wins and foster alignment across research, communications, and advocacy efforts.
Before her time in philanthropy, Destiny led state legislative advocacy campaigns at the Chicago Coalition for the Homeless, where she advanced landmark legislation to expand housing and employment access for people impacted by the criminal legal system.
Destiny holds a Juris Doctor from Case Western Reserve University School of Law and a Bachelor of Arts from the University of Michigan. Her legal education fuels her commitment to legislative change and legal reform as tools for advancing equity, dismantling systemic harm, and strengthening public systems.
