This bill eliminates provisions restricting a person’s ability to obtain or renew a driver’s license, registration, or title due to the nonpayment of traffic fines and fees. Previously, Hawaii did not suspend driver’s licenses for unpaid fines and fees, but they would not allow a person to renew their license or obtain a new license if they owed court debt. The legislation is not retroactive and only applies to monetary obligations accrued on or after September 1, 2020. The legislation also does not apply to suspensions related to excessive speeding, lack of motor vehicle insurance, or noncompliance with a child support order.
