Texas Chapter 175 Collections Improvement Program (1 TAC §175)

Starting in 2018, Texas’ Office of Court Administration (OCA) made changes to the rule that requires Texas counties and cities with a population of 100,000 or more to implement a Collection Improvement Program (CIP). The CIP webpage also includes a variety of sample language for court and program staff to use, including “Sample Payment Plan Application” and “Sample First Written Notice.”

Illinois HB 5341: Amendment, Criminal Identification Act Section 5.2

This bill provides that a court cannot deny a petition to seal or expunge a criminal record simply because the individual has not satisfied outstanding court debt, and waives certain fees that apply to expungement applications.

Durham Driver Amnesty Program

The Durham County District Attorney’s office and the Bloomberg-funded Durham Innovation Team partnered to create the Durham Driver Amnesty Program. In its pilot phase, the District Attorney dismissed 2,500 pending charges for eligible participants which kept them from obtaining their driver’s license.

Ohio House Bill 336: Create driver’s license reinstatement fee amnesty initiative

This Ohio bill establishes the Reinstatement Fee Amnesty Initiative, a six-month driver’s license reinstatement fee debt reduction and amnesty program.

Phoenix Municipal Court’s Compliance Assistance Program

This report analyzes the first nine months of the Phoenix Municipal Court’s driver’s license reinstatement pilot - the Compliance Assistance Program (CAP) - and calculates the economic impacts of both the suspension and reinstatement of driver’s licenses on individuals and the Phoenix community, including wages and GDP.
