Alaska SB 91: Omnibus Criminal Law & Procedure; Corrections

This law implements a wide range of evidence-based reforms concerning multiple stages of the criminal justice process, from pre-trial practices to reentry programming and more. These reforms include, but are not limited to, increasing the earning credit for community service, reducing sanctions for driving with a suspended license, implementing a "grace period" for failure to appear in court, and requiring reentry planning for people who are exiting incarceration.

Pennsylvania HB 2043: Providing for payment of court costs, restitution and fines… failure to pay fine.

Pennsylvania’s 2015 House Bill 2043 mandates that courts provide community service and payment plans as alternatives for people who would experience manifest hardship if they had to pay all of their fines and fees at once.

Iowa SB 2316: An Act relating to the collection of delinquent court debt and associated installment agreements.

Iowa Senate Bill 2316 makes changes to Iowa’s court debt collection practices. The amendments allow people to enter into a payment plan for court debt and outline the process for modifying payment plans when people are unable to pay.

West Virginia Senate Bill 634: Second Chance Driver’s License Act

West Virginia Senate Bill 634 established the state’s second chance driver’s license program. The program allows for temporary stays of driver’s license suspensions and revocations so that people who have unpaid fines and fees can retain gainful employment and settle their court debt.

Louisiana House Bill 92: Repeals warrant recall fee collected to fund a misdemeanor jail in East Baton Rouge Parish

This bill allows people who were assessed and paid the warrant recall fee to apply for a refund of that money.

Washington Substitute Senate Bill 6360: Developing a plan for the consolidation of traffic-based financial obligations

This bill invited criminal justice system stakeholders to participate in a work group to develop a plan and program to consolidate drivers’ traffic fines and fees from multiple Washington courts into “unified and affordable” payment plans.

Colorado HB 16-1311: Concerning court orders requiring payments of monetary amounts

Current law establishes procedures for when a sentence includes the payment of a monetary amount. This bill clarifies that the procedures also apply whenever a court enters a judgment or issues an order obligating a defendant to pay an amount to the court.

Colorado HB 16-1309: Concerning a defendant’s right to counsel in certain cases considered by municipal courts

This bill requires the Municipal Court to appoint counsel in certain circumstances, including if a defendant is in custody or faces the possibility of custody for nonpayment of fines and fees.

Vermont ACT 147: An act relating to driver’s license suspensions and judicial, criminal justice, and insurance topics

This Act modifies provisions related to driver’s license suspensions. Specifically, it (1) terminates suspensions imposed because of a person’s failure to appear on a criminal traffic offense charged before July 1, 1990.

Missouri SB 572: Modifies various provisions regarding municipalities located in St. Louis County, nuisance abatement ordinances, disincorporation procedures for various cities, and municipal courts

This Act reduces the amount of fees charged to individuals who receive a minor traffic or municipal ordinance violation and changes the procedure for charging fines and fees to people who receive minor traffic or municipal ordinance violations.
